Franken Chokies is a type of cereal that only appeared in "Gaz, Taster of Pork". They are a parody of the real-world "FrankenBerry" cereal, just as Count Cocofang is a parody of "Count Chocula".
In "Career Day", Bill brought Dib some case files to show him the difference between the "serious paranormal", and the "frauds". Dib flips through them eventually coming across "FrankenChokey" much to his confusion. In that same episode, it's revealed that Bill doesn't even know what FrankenChokey is supposed to be.
The fact that Bill thinks "FrankenChokey" is a real monster shouldn't be surprising since he believed Count Cocfang to be a real vampire despite both of them being mascots for cereals.
