Plookesians are friendly aliens that inhabit the planet Plookesia. The only Plookesians who ever appear in any canonical source are Mooshy and Spoopty. "Vindicated!" is the only episode in which Plookesians appear and/or are mentioned in when Dib and Mr. Dwicky are setting a trap for Zim.
They seem to be very easygoing and polite, even when Zim demands "super-weapons" from them. The Plookesians never said they would give these to him, but they give him some they have laying around just to be nice. They display a happy-go-lucky but mildly sarcastic sense of humor.
For example, when Dwicky asks them if they use their ship to "fly through the stars", Mooshy sardonically informs him that in a literal sense "flying through the stars would be pretty stupid, man! But, yeah, we fly around." However, they show no hostility or judgement toward the human race, and kindly allow him to join them when he asks to travel with them through space. Thus, Mr. Dwicky happily leaves Earth with the Plookesians aboard their starship.

Plookesians have mastered space travel and their ships seems to be ridiculously fast as the one that was seen in the episode was able to land and leave Earth in a matter of seconds, but the landing may only taken a bit longer simply for dramatic effect.
Despite the Plookesians seemingly being a peaceful alien race, they ironically have a knack for building super weapons that they don’t seem to actually use as Mooshy and Spoopty had a bunch lying around their ship and willingly gave them to Zim, which seems to suggest that while the species don’t use their own weapons, they still sell them to other alien races to make a living, although this is mere speculation.
Presumably the Plookesians are only heads in robotic suits, although it’s possible they have tiny arms and legs that were not seen as the sides of their helmets were covered by what presumably are either the controls meant to move the arms on top of their heads or air tanks, with the rest of the body being some kind of robotic suit or cybernetic enhancements for easier movement.
Despite the Plookesians' scrawny looking robotic arms, they are revealed to be deceptively strong, as Spoopty was capable of bringing Zim up to several tons of super weapons with relative ease, suggesting that the robotic suits they wear are quite durable.
The Plookesians share skin color and eye colors with the Irkens.
It’s possible but not confirmed that Plookesians come in many different skin tones but canonically so far they were only seen in green and purple.
The same could be said for their eyes which is the same color of the skin of each Plookesian.
